Unfortunately studio design is a profession, not a hobby. Therefore you have to expect to pay professional rates... if you want to do it properly, it's going to cost what it costs. And from what it sounds like, you are going to need to think this one through. Rehearsal studios that look AND sound good? Cool, I'll be first in line to book my band in - I've been in every rehearsal studio in Melbourne and i'm still looking for one that works...
I guess you've called a few of the acoustic consultant-types out of the yellow pages, those guys do mostly corporate work and charge corporate rates. What you really need is a Studio Designer, have you called Dave Flett? He's by no means cheap but he'll get it done for you.

He has built many studios . You can check them out on his forum.
He seems to be able to do a good job of designing studios with limited space. I checked one out recently and first impressions were great.

I'm happy for you Mark.
So he has been a busy fellow in more ways than one.
The first studio he built was the Farm in Mullumbimby. I was on a holiday there at the time, so checked it out and just loved his use of timber in the place. Sort of a recuring theme in the pics on his website too.
His list of recording credits isn't too shabby either!

i do studio consultion based on 20 years of getting it right the hard way
( doing it wrong, watching others get it wrong, learning exactly what i want and exactly what is actually required and then fixing it or just starting in a new location)
i have met and seen most acoustic consultants at work in australia
it is not a money making proposition for anybody at any recoupable price so do not shoot down the "high" costs types as scammers
there are many ways to build studios and many ways to justify them
i believe i understand the process as well as anybody i have ever met
however these things take up a lot of time and as they say time is money
the thing i do with consultation is to only do it on a small scale due to the kind of commitment required ( my time mostly) and costs involved
but who knows it is very do- able in haybails in fact it should be done in haybails.
there are several people on this forum that have benefitted by me sticking my foot in to their studio dreams so maybe we could work something out for you.
