Audio restoration help

Hi guys - this is a charity request for help from someone good at audio restoration.

A mate in Tasmania sent me a 20 year old recording of a WWII digger reading a poem he wrote about his time building the Burmese railway in 1943. The recording sounds like it was recorded on one of those portable cassette decks with a built-in microphone. It is 3:25 long and in MP3. (The digger has long since passed away).

My mate is hoping to use it on a commemorative CD for the ANZAC centenary next year, but it badly needs cleaning up. This isn't my area of expertise at all, so I thought I'd ask if someone here might be willing to help out.

I've put the file on a cloud drive - PM me for the link (even if you just want to have a listen, it's quite a moving recording).
