Vacuum Tube dampening..??

Hey guys...
I stumbled on "vacuum tube dampeners" on ebay...
never heard of this stuff before...

Has anyone ever tried these or know if they help the sound out???
Im curious about whether these might help the sound good guitar tube amps...

Yeah right... you'll really hear the difference they make with your Marshall turned up to 11 and you're pumping out a screaming 125dB on stage.

Just what vibration (the hairtie goes around the outside of the tube glass) is this supposed to damp?
