I'm looking to approximate a specific delay on some female vocals. The sound I'm after is something like the vocals in the intro to this :

All I have to work with at the moment is the waves Renaissance Reverb, IR-L and the delay that comes with REAPER. Any advice as to what plugins / hardware I could use and what specific or approximate settings (ms of delay etc etc) would be most appreciated, I don't have much experience with vocal processing.

Thank you very, very much. I knew someone would be able to analyse the sound and point me in the right direction. That gives me heaps to get started with, and to think about.
