Just to clarify, by Producer they mean someone who organizes stuff, books talent, works out billing for studio time, gives quotes etc. It has nothing to do with being in the studio or recording skills at all, hence the no need for technical experience, but they do want experience as a producer, as in bookings, quotes etc. Producer role in a post production or Voice over studio is nothing like what we would call a music producer. It's more administrative than anything else.
